The Community Infrastructure Levy (CIL) is a charge which can be levied by local authorities on new development in their area.
It is an important tool for local authorities to use to help them deliver the infrastructure needed to support development in their area.
The money is split into two separate funds, as agreed by the council’s Executive board:

the neighbourhood fund, which is passed directly to local communities, receives around 15 to 25% of the money
- the strategic fund receives 70 to 80%, and is used for larger-scale infrastructure developments in Leeds

Infrastructure Funding Statement
For the financial year 2022/23 onwards, any local authority that has received developer contributions (section 106 planning obligations or CIL) must publish online an infrastructure funding statement by the 31 December each year thereafter.
Infrastructure funding statements must cover the previous financial year from 1 April to 31 March and set out:
- a report relating to the previous financial year on the CIL
- a report relating to the previous financial year on section 106 planning obligations
- a report on the infrastructure projects or types of infrastructure that the authority intends to fund wholly or partly by the levy (excluding the neighbourhood portion)
