Community Infrastructure Levy

Calculate how much you need to pay

Community Infrastructure Levy (CIL) rates depend on the size, type and location of your development.

Residential developments

The CIL rates are calculated depending on which area of Leeds your development is in. You will need to know which zone your development is in before using the calculator.

Calculate CIL charges

Use the CIL calculator to estimate the charges for your development. You will need to save the excel document to your own desktop/device before using it.

Please be aware that this tool makes a basic estimate and calculation only. This will not take rules about demolition and exemptions into account. The ‘Liability Notice’ will give the initial amount, and ‘Demand Notice’ (takes into account exemptions) will give the final amount due.

Indexation Community Infrastructure Levy (CIL) Guidance note

CIL Regulations set out that CIL payments must be index linked. In calculating individual charges for the levy, Schedule 1 (The Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019), requires collecting authorities to apply an index of inflation to each relevant CIL rate to keep the levy responsive to market conditions. From 1 January 2020, the index is the RICS CIL Index published by the Royal Institution of Chartered Surveyors. As part of this, the CIL liability calculated formula is set out as below:

381-259 divided by 259 X100 = 47.1%

These figures are a cumulative increase based on an indexation from the date of adoption of CIL.
