Leeds City Council (East Leeds Orbital Road) Compulsory Purchase Order 2018 and the Leeds City Council (A6120 (East Leeds Orbital Road) Classified Road) Side Roads and Other Works Order 2018 were made in February 2018.
Following a Public Inquiry which took place in February 2019, in connection with the Orders, the Secretary of State for Transport confirmed with modifications, the Compulsory Purchase Order (CPO) and the Side Roads Order (SRO) for ELOR on 17 June 2019.
Decision
The CPO has been made to secure the necessary land and new rights required to enable the ELOR to be constructed and maintained. The SRO is required to enable the council to make the necessary alterations to side roads and other highways impacted upon by the ELOR, the stopping up and improvement of highways, the construction of new highways, the stopping up of private means of access to premises, the provision of new means of access to premises and other associated works, including alterations to public rights of way.
The ELOR is integral to the council’s proposals to bring forward housing development in a major urban extension of the city known as the East Leeds Extension (ELE), which is an important part of the council’s regeneration and housing growth proposals for Leeds. The ELE is a 232 hectare site which will deliver much needed housing for the city (up to 5,000 new homes).

Implementation
As part of implementing the CPO, the council has now made a General Vesting Declaration (GVD). The GVD is a procedure that gives us the right to take ownership of property. You can view the GVD and associated maps. Furthermore, the council has served Notices to Treat and Notices of Entry in respect of new rights. This procedure allows the Council to compulsorily create the new rights the subject of the CPO.
