Public Spaces Protection Orders (PSPOs) ban certain types of antisocial behaviour in a specific area. Find out what orders we have issued.
Our PSPOs
The following areas have PSPOs currently in operation. You can read a summary or the full text below.
Warning If you break any of the rules listed on a PSPO you could face a fine of between £100 and £1,000.
All Leeds - Vehicular nuisance
People are not allowed to engage in, promote, encourage or assist in the carrying out of antisocial behaviour connected to the use of cars and other vehicles.
This includes:
- obstructing highways, residential or business properties
- dangerous driving or inconsideration driving
- excessive noise via engine, horn or amplified music
- littering
- verbal abuse, swearing or intimidation to members of the public

All Leeds - Dogs in Public Spaces Protection Order (PSPO)
If you're responsible for a dog, you need to:
- pick up dog poo left by a dog in all public spaces
- carry a poo bag or similar to clear up after the dog
- keep your dogs under close control
- keep dogs on leads in designated areas. In Leeds this includes all roads, pavements and footpaths (included gated alleyways) next to carriageways. Also where signage is in place, in cemeteries, crematoria, specialist gardens, and some council owned golf courses
- know that dogs can be let off the lead in parks except in areas where there is specific signage in place
- make sure your dogs don’t stray from the public right of way onto private land, as this may be considered trespassing
- put dogs on a lead when directed to do so by an authorised officer such as a dog warden and police officer
- ensure dogs do not enter designated exclusion areas. Dog exclusion areas include children’s playgrounds, some sports courts, council owned tennis courts, multi-use games areas, remembrance and wildlife gardens, and many school grounds
- limit the number of dogs walked to a maximum of four at a time. The exception to this rule is professional dog walkers which are allowed to walk up to 6 providing that they do not walk with or alongside any other dogs. Professional dog walkers choosing to walk with others lose this privilege and can only then walk 4 dogs
There is also a requirement that prohibits smoking in children’s play area to reduce the exposure of children to second hand smoke and for them to see less smoking happening as they grow up.

City Centre
In city centre public spaces, people are not allowed to:
- drink alcohol
- take drugs or psychoactive substances
- harass or cause distress to anyone
- make verbal insults, including sexualised comments and gestures
- create loud and persistent amplified sound which could reasonably cause annoyance
- urinate or defecate in a public place that is not a “public convenience”
- engage in antisocial behaviour or obstruct public footpaths and highways while in groups of 2 or more people. Those who breach this prohibition can be required to leave the area (or part of it) for 24 hours
- put up temporary structures (such as tents, portable shelters and other structures) without the permission of Leeds City Council
- sell (or attempt to sell) or distribute merchandise or printed material without having a valid permit or consent
- sell goods or collect money on behalf of a registered charity without a valid permit
Leeds General Infirmary
Within the grounds of the hospital, people are not allowed to:
- drink alcohol
- take drugs or psychoactive substances
- harass or cause distress to anyone
- refuse to leave after medical treatment
- refuse to leave when not requiring medical treatment or visiting a patient
- do anything which may harm staff and patients

Inner East Leeds
This PSPO applies to:
- Harehills including the public spaces within the grounds and premises of St James Teaching hospital
Harehills
In Harehills public spaces, people are not allowed to:
- drink alcohol
- take drugs or psychoactive substances
- sell (or be perceived to be dealing) drugs or psychoactive substances
- harass or cause distress to anyone
- make verbal insults, including sexualised comments and gestures
- urinate or defecate in a public place that is not a “public convenience”
- engage in antisocial behaviour or obstruct public footpaths and highways while in groups of 2 or more people. Those who breach this prohibition can be required to leave the area (or part of it) for 24 hours
St James Hospital
Within the grounds of the hospital, people are not allowed to:
- drink alcohol
- take drugs or psychoactive substances
- harass or cause distress to anyone
- refuse to leave after medical treatment
- refuse to leave when not requiring medical treatment or visiting a patient
- do anything which may harm staff and patients
Rubbish
This PSPO requires that:
- wheelie bins will be presented for collection in a manner specified for them

North West Leeds
This PSPO applies to:
- Headingley
- Hyde Park
- Woodhouse Moor
- parts of Burley
- parts of Woodhouse
- Little London
- Little Woodhouse
Unauthorised events, group related antisocial behaviour, verbal insults, drugs and alcohol
This PSPO bans:
- unauthorised events in a public place that cause a nuisance
- antisocial behaviour or obstruction of public footpaths and highways by groups of 2 or more people. Those who breach this prohibition can be required to leave the area (or part of it) for 24 hours
- drinking alcohol in public where that is linked to causing antisocial behaviour
- verbal insults, including sexualised comments and gestures towards women
- urinating or defecating in a public place that is not a “public convenience”
- taking drugs or psychoactive substances in public
Rubbish
This PSPO requires that:
- all rubbish should be in bins
- bins should not be left in public places except for after 6pm the night before collection and taken in by 9pm on the day of collection
