The reason we use your data
CCTV (Closed Circuit Television) recordings includes data from all cameras managed and monitored by Leeds City Council, (including but not limited to; Public Space, Body worn, and Highways cameras) are used for the following purposes:
- the safety of the public and staff
- the prevention and detection of crime
- enforcement action where there is evidence of criminal activity/anti-social behaviour
- formal action as required including identification of offenders in criminal or civil investigations and prosecutions in court
- highways monitoring
- targeted surveillance – only where RIPA (Regulations of Investigatory Powers Act) applies
- statistical data may be utilised for intelligence purposes
Why we are allowed to use your data
UK Data Protection Legislation requires the Council to have a reason to collect and use your information. These are as follows:
- Article 6(1)(d) Vital interests: Processing maybe necessary to protect the vital interests of the data subject. (Such as, the monitoring of Health and Safety incidents or alerting the appropriate emergency services to Health and Safety related matters)
- Article 6(1)(e) - Public task: the processing maybe necessary for us to perform a task in the public interest or for our official functions, and the task or function has a clear basis in law (further details below)
- Article 6(1)(f) – Legitimate Interest: Processing may be necessary for the purposes of the legitimate interests pursued by the controller or the third party, except where such interests are overridden by the interests or fundamental rights and freedoms of the data subject which require protection of personal data

How long will we keep your information?
Images captured by CCTV will ordinarily be retained for 31 days.
