Use this page if you are a passenger wanting information about taxis or private hire vehicles.
If you have any concerns, do not get into the vehicle. If you feel threatened remember to trust your instincts. If you are at all worried ask the driver to stop in a busy area and get out of the car.
Licensed drivers will not be offended if you ring home to say you are on your way and give the number of the vehicle you are in.
We are responsible for making sure that taxi and private hire trade in Leeds is operated in a safe and professional manner and that the correct standards of safety and comfort are satisfied by all licensed drivers, vehicles and operators.
As well as drivers, all of our licensed vehicles have undergone and passed stringent tests for roadworthiness to ensure they meet MOT standards and comply with the current licensing conditions before a licence is issued.
To stay safe, follow these taxi aware rules:
- only use a licensed taxi or pre-booked private hire vehicle
- never get into a vehicle other than the one you have booked or a Hackney carriage you have hailed in the street or at a taxi rank
- confirm the driver is licensed and that they have a badge
- sharing a vehicle is a great idea and always sit in the back seats
- if you have any doubts, don’t get in and order another vehicle
Lost property
We are not responsible for property left behind in a licensed vehicle, if you have lost anything, you need to contact the operator your pre-booked with or if you were in a Hackney carriage, drivers are expected to return lost property to the owner if possible and if unable to trace, it would be left at a local Police station within 72 hours of being discovered.
Complaints
If you wish to make a complaint regarding lost property, rudeness, lateness, overcharging, refusal to carry, parking nuisance, noise nuisance, behaviour, service, fares or cleanliness, please raise this with the taxi association or private hire operator in the first instance.
For complaints regarding race, disability, sexual discrimination and/or inappropriate behaviour, please contact us and provide us with as much information as possible so we can identify the driver, vehicle and operator.
Fares
Each Hackney carriage is fitted with a calibrated meter which can be seen in the cab of the vehicle and a table of fares is displayed. The meters are automatically set to change to the appropriate set of charges (bank holidays and night time for example).
Fares for Hackney Carriages
The taximeter fitted to the Hackney Carriage automatically calculates the cost of the journey from pickup to dropoff.
Tariffs 1 to 4 apply only when carrying between 1 and 4 passengers. Tariffs 5 to 8 apply when hired for 5 to 8 passengers or excessive luggage/items which cannot be accommodated in a saloon or 4 seater wheelchair vehicle.

The Christmas period for Hackney Carriage fares is between 6pm on 24 December and 5:59am or 27 December. The New Year period is between 6pm on 31 December and 5:59am on 2 January.
We have no control over private hire charges as these are calculated by the operator. You should always agree your fare with the operator or driver before getting in the vehicle.
You can flag down a Hackney carriage (black and white taxi) but not a private hire vehicle, those must be pre-booked.
