New builds

When you move into a new build, it might not have a council tax band yet. Your band is decided by the central government’s Valuation Office Agency (VOA)External link, not the city council. Find out if your new build has a band.

If you do not have a band yet
  1. Make sure you let us know about your move using the change of address form.
  2. The Valuation Office Agency (VOA) will write to you when they set your band, and they’ll tell us around the same time.
  3. When the VOA tells us your band, we will send you the council tax bill for your new home. We cannot send your bill until the VOA tells us your band, so there can be a delay. The charges on your council tax bill will be calculated starting from the date you became the owner or tenant of your home.

Parish or town council charges

Some areas of Leeds have a parish council or town council. If you live in one of these areas, you may see an extra charge on your council tax bill. This charge is to pay for the running of your local parish or town council. It is not an optional charge and we must include it in your bill.
